Creating a new Turkish company (Istanbul)

Hi folks,

I'd like to setup a new company in Istanbul together with a Turkish friend. Neither of us know the process for doing this nor the setup, and ongoing regulatory costs.

We are looking for something that we can maintain ourselves - I have plenty of experience of doing this in my home country so I'm hoping the annual paperwork is much the same and therefore not so difficult that I can't do it myself.

Where do we start to find out the rules, costs, etc?
