Customs duty limit lowered (Istanbul)

For info - the customs duty limit for importing goods (personal, not business use) has been lowered from Protected content to 75, apparently a very recent change.
This week I was told by DHL that I would have to pay more than 200TL in paperwork and taxes to have my parcel released, trousers delivered from a UK online store and worth 80 Euros. It seems you can't do the paperwork and pay the tax yourself, you need a 'broker' such as the delivery company, and they charge those hefty fees.
I'm sending the trousers back and in future will order things separately to keep under the limit - unfortunately that often means a higher cost for postage and packaging.
