Enrolling in Istanbul University for an expat

Dear Internationers,
I have a friend that wants to do an additional degree in a University in Istanbul. Some people told him that he has to take the regular exam as locals(which is in turkish?!) but this seemed quite bizarre to me. Is there anyone who can share their knowledge or experience on how to do this?
