Going abroad before ikamet appointment (Istanbul)

Hello everyone, I am in a weird situation. My annual tourist residence permit expires in November and they gave me the appointment for renewal in February. I need to exit the country a couple of times, in December and January. However, it seems they can’t give me permission to leave although my appointment is already in the system. They say only after that appointment they can give me permission. I could exit, of course, paying the fine, which no one knows how much it is. Any advice? How do you guys think I can go abroad and come back before my appointment without problems? I’d really appreciate any kind of help. Thank you.
