Importation payment VAT (Istanbul)

Hello,
I would like to order something from France and I was wondering about Tax process.

I will pay an amount ex VAT. However, I will have to pay a VAT tax in Turkey to get my products.

Have someone already dealt with this topic ?
If yes,
how tax is paid/collected ? (by UPS for ex.)
how much is it ?
Is there any limit for exoneration of tax ?

For information, in my case, it will be clothes..
