Is it rude to twinkle somebody? (Istanbul)

Hey Folks,
I was thinking what's this TWINKLE in Internations web site?
If a guy twinkle a lady is it considered by ladies hitting on them or just simply an innocent interest in their profile?
What should be the etiquette of twinkling or etinwinkling(just made it up!).
When you are being twinkled does it make you happy or you are just in favour of this satiric poem:
Twinkle twinkle little star
Wish I could hit you with my car
Throw you off a tree so high
Hope you'd break ur neck and die
