My winter waredrobe (Istanbul)

I will arrive Istanbul late January and will stay there for two years.
Since Egypt's winter is not to be compared to Istanbul's - the coldest weather we experience is 17 degrees Celsius :) - I need advise on where to head directly, during my first 48 hours, for buying winter clothes.
Will there be sale late January, early February?
