New job - work permit cancellation? (Istanbul)

Dear all,

Can anyone give me information about working permit cancellation due to new job?

Can we cancel work permit whenever we want? Do restrictions exist about changing job and getting new work permit from new company?

I heard that you could not change job except if it is same position or same sector, is it true?
