New SSK / SGK law for Foreigers (Istanbul)

Does anyone know the details of the new SSK / SGK law that was passed in January Protected content foreigners? I have resident permit for 15 months now; however, I didn't know anything about the new law for foreigners who want to have insurance must apply no later than one month after they've reached their 12 month residency. Since I am married to a Turkish Citizen would the penalty of 836TL (or so) apply to me?
