Paypal and visa net card ? (Istanbul)

Hello buddies I need to transfer money via paypal and I found the best way to me is to get a visa-net card issued by a bank so if some of you have tried that could you tell me the best bank here for that ? and fees for the bank if possible ( the issue fee and the balance charge for the first time )
Also there is one more question about balance in visa-net card , what is the minimum balance by dollar I should charge it ?
