Residency permit for a newborn (Istanbul)

Does anyone have details of this process when both parents are foreigners? It seems to be slightly different from adults' in terms of which police station to go (only police headquarters in Aksaray?) and what documents to bring. We hear that additional documents are needed then listed on the appointment website.
