SGK Compulsory for Expats? (Istanbul)

Does anybody have reliable info on whether it will be compulsory for all foreigners holding a Turkis residence permit for more than one yar to join the SGK (Turkish national haelth insurance system) and pay a monthly controbution of roughly 220TL? The deadline for registration is January 31, Protected content . Failing to register can be fined, the fine is supposed to be 890TL.

I contacted the German consulate in Istanbul, but did not really receive a safisfying answer. Did any fellow Germans receive a clear-cut answer?
