Social Tax (Istanbul)

Hi all,
Does anybody know more details about the possibility for foreigners not to pay social taxes in Turkey? I understand that a foreign national with residence status in Turkey is not required to pay Turkish social security contributions if they remain covered by their home country and provided proof of foreign coverage is filed with the local social security office. Does anybody have experience with this? If yes, please advise what are the pros and cons and necessary steps and what the steps to get it done. Does have to be home country or can this be also elsewhere? I am also curious if this social tax exemption is applicable also for the employer, meaning if only employees social tax contribution will be exempted 14% or also employers 19.5-25%.
Any advice would be greatly appreciated.
