Solar power - Smart Grid Electricity Network (Istanbul)

Hi,

I am interested to understand if Turkey is prepared to accept Solar Power, and connect it to a smart grid electricity network. What I mean, let's say you put some Solar panels on the roof of your house, and you like to connect this to the public electricity network in case you produce more Electricity than you use, so you can give electricity back (your meter reverses so to speak, so you earn money with Solar power)

Is this already possible in Turkey, if yes, where, what are the rules, what does it deliver from financial point of view, etc..
