Tuzla new projects- earthquake safe? (Istanbul)

Hi we are looking at buying an apartment at Dumankaya Tuzla. Is this area earthquake safe?
Also is Tuzla near a military zone? Have any foreigners bought property down there? How easy would it be to get the title deeds for a Turkish and British partner.
