visit to Istanbul

HI to all,
I am planing a 4 day trip to Istanbul in February and I wanted to ask a few questions.
Is it a good time to visit Istanbul except of the fact it will be cold. How cold will it be? What should I absolutely see? Could you recommend a hotel at a reasonable cost near the touristic attractions?
