where to complain about noise (Istanbul)

Hi everyone!

I have some kind of a weird question. After it has become warmer, I am living like in hell. We have a sports hall next to our school campus which organizes weddings and that sort of thing. They do not care that there are people living around and starting about Protected content turn music so loud that my windows are trembling; and it is on till 11pm-12am or sometimes later. I am wondering if there is any official institution that takes care of such things. I can't stand it anymore and want to make an official complain.
