Buying a car in Turkey (Izmir)

I have a 4 year residency permit in Turkey , work in Iraq but have a place in Izmir.
Can I buy a car " Foreigner to foreigner without having to take the car to customs every time I leave Turkey ?
Have the rules changed for owning a car i Turkey ?
What about insurance and driver's licence ?
I have a Canadian Driver's licence. Can I get a Turkish one ?

Any real information would help.
