can't kill the rooster (Jakarta)

does anyone know the laws in indonesia regarding pet ownership and/or noise violations? my neighbor recently bought 2 roosters and several hens. he keeps them in his front yard, near the street in small cages. the roosters crow, without fail, every night at midnight, then again at 1am, 3am, 4 am and 5 am.

i have politely asked my neighbor if he would move the animals to the rear of his house, but no luck. he told me to complain to the RT, which i did. the RT advised me to poison the rooster, however that's not something i'm comfortable with.
