Can anyone advise if there is international mail service from and to Sudan? Not DHL, UPS, AMEREX, ect.

Last time I was in Khartoum, I recall seeing an office with a sign stating Sudan Post. Is this the Sudan Postal Service? How can expat residents receive postal mail?
