Changing job within malaysia (Kuala Lumpur)

Is there anyway a Company can block an employee from accepting a job with another company within the same area. And is it possible for a work permit to be transferred to another company or does it have to be processed all over again.

Person in question is in Senior Management, has served 1 year out of his 2 year contract (= 1 yr option) and now has an offer in similar position but much better salary and benefits with the main competitor in his field.
