Employment Insurance Certificate (Kuala Lumpur)

Hi all, I am about to start work in KL as a Construction Project Manager and the company employing me has stated that I must obtain an EIC (employment insurance certificate) from an Immigration attorney - at my own cost - and on receipt the company would reimburse me accordingly
I had a very bad experience a few weeks ago with a fraud job offer so hence I am nervous but I would like anybodies comments if they happen to know whether this is normal for companies to expect this
