expat card (Kuala Lumpur)

Hi folks, I have been hearing that there is a card that is issued to expats similarly like the IC card, where in expats like me who are on long term in Malaysia need not carry their passports around to most of the places, can anyone share some light on this, I did search the net and seems like I hear that this card is no more in existence, is it true? if no can anyone let me know what is the procedure to get one ?
