German Freelancing, Depedent Visa and Local Law (Kuala Lumpur)

I have a German friend who is desperate to learn about how can she work in Malaysia as a freelance?

Is there a law under which she can incorporate her business activities as such an independent trainer/freelancer?

Given that most of the money she generates comes from online.

She currently hold an dependent visa, of course the visa says you can not work, but most companies will hire any spouse with dependent visa.

Any one faced similar issue or have any info. that can help?
