OBJECTIVES OF THE PROGRAMME :
The ITT department's main objective is to provide high quality and cost effective Information and Communications Technology (ICT) services which assist WHO in achieving its mission of health for all. The objective of the Platform Services (PLT) team is to provide efficient, cost-effective and secure infrastructure necessary to deliver ICT services to end users and business units, and plan their continuity in support of the Organization's business continuity plans. The delivery of these services entails the management of a broad range of systems and platforms covering data centre and server infrastructure, data storage and protection, network services, identity and access management, directory and authentication, end-user devices and services, electronic messaging, web systems, and database and applications hosting. The team also provides advisory and general support related to these systems and services across the Organization.
Description of duties:
Reporting to Manager, Platform Services, the incumbent will supervise the team's operational staff in Kuala Lumpur, and work closely with colleagues in Geneva for third level support. The incumbent will work in close collaboration with IT teams in HQ and the regions for the implementation and operation of shared services. He/she will supervise the work of external vendors contracted to provide desktop and infrastructure operations and management.
The responsibilities include the following (but not limited to):
Lead the efforts for the efficient and effective operations of end-user computing and infrastructure for HQ and global services.
Supervise the work of the operational leads to define objectives and ensure delivery against them.
Establish and manage service level agreements(SLA) in coordination with team members; provide regular reports.
Ensure systems availability through the implementation of monitoring and management systems, and operational processes.
Monitor systems performance, and make recommendations for improving them.
In collaboration with counterparts in the regions, design and implement standard operating procedures, and define roles and responsibilities for end-user computing and infrastructure operations.
Contribute to the development and negotiation of contracts with external providers with respect to end-user computing and infrastructure management. Supervise the work of the providers to ensure that they delivery against defined objectives.
Participate in the expansion of the implementation of shared services globally within WHO.
Contribute to the development of ICT strategies, plans and feasibility studies.
Contribute to the strengthening of the team by sharing knowledge and information.
Carry out other duties and responsibilities as assigned by the supervisor.
University degree or equivalent experience in Computer Science, Engineering, or Information Management or related discipline.
Relevant professional training and/or certification related to IT infrastructure technologies, service management and project management.
Demonstrated self-initiative in furthering own management and technical knowledge.
In-depth knowledge of Microsoft server and workstation technologies, including operating systems, Active Directory and SCCM.
Very good knowledge IT infrastructure including virtualization, storage and backup.
Very good knowledge of IT service management framework, in particular service operation processes and service level management and reporting.
Very good knowledge of implementing and managing monitoring systems.
Extensive knowledge in software application management, configuration and automated installations;
Strong knowledge in networking technologies.
Experience managing and projects in the area end-user computing and IT infrastructure.
Excellent problem solving skills and keen ability to diagnose and troubleshoot technical issues.
Good communications skills and the ability to coach, mentor and provide training to team members.
Ability to deliver with high degree of independence.

Minimum 5 years of recent experience, of which at least 3 years at the international level, in the area of operation and support of a complex IT infrastructure with a large and global user-base.
Proven experience in managing a team of IT staff.
Experience also required in the following areas:
i) ICT Platform and Systems Engineering
ii) Systems Administration and Operations
iii) ICT Project Management and Delivery
iv) ICT User Support and Training
v) Technical Documentation and Communication.
Working experience in an IT environment of a UN based organization or experience in supporting users in country or regional branches of an organization.
Excellent knowledge of English both written and spoken.
Working knowledge of French and/or another WHO official language would be an added advantage.
