Income-tax in India for Indians in Malaysia (Kuala Lumpur)

Hi,
If Indian citizen works in Malaysia and pays taxes in Malaysia, Does he/she has to pay taxes in India too? Is it a mandate to at least declare taxes paid in Malaysia?
