Marrying a foreigh person (Kuala Lumpur)

My friend is marrying a man from USA and she is a Malaysian(Malay).
I told her to go to the American embassy but she says that everything is on line now hence I am wondering if any of you members have gone through this.
Any help would be appreciated as he is going to be here in the next few days.
