Opening a western restaurant (Kuala Lumpur)

Hello all!
I have been researching opening a restaurant in KL since my wife will be starting a job there in the fall. I have noticed an insanely required amount of paid in capital required (RM1 million) to set up a business. Do any expat locals in KL have any insight on alternative measures to opening a restaurant that would not require such large amounts of capital. My concept would be considered "exclusive," since it features pure american cuisine and themeing. I welcome all insight/suggestions on an easier route to my goal. Thanks all!
