Question to Malaysians (Kuala Lumpur)

Cars here have model year. Registration yr and make year? why ? in othr conutries (whether car imported, local, or from space) confusion is quickly removed by the 1st renewal date, as reg office simply make model fixed on manufactr yr which is easily known from chasis numbr?? is there a benefit from this confusing system ? or its anthr loophole no one payed attntiuon b4??:):)
