Selling a very old used car (Kuala Lumpur)

I have heard that there has been a recent change and now you are required to go to Putrajaya & be fingerprinted if you want to sell a car. Can anyone verify this? There is nothing on the JPJ website. When we bought it three years ago, we just did it all at the JPJ at Maju Junction and had planned to do the same in a few weeks time.
