Civil ID card/Visitor Visa limitations... (Kuwait City)

Hiya
I am moving to Kuwait Aug. Protected content . I know that the paperwork will be horrific, and thats fine. My superior said that once Paperwork has been started, one cannot leave the country until the process has been completed. That makes me feel uncomfortable. I want to leave the country whenever I want-paperwork can take moments in some countries--and can be purposefully 'delayed'.
My question is this--Cant I just stay/work in Kuwait on a 3 month visitor visa--and just leave the country on holidays etc, thereby renewing the start of the 3 month period?
What is the point of getting a Civil ID?
Can you get a bank account with just the visitor visa?
