US Notary in Kuwait (Kuwait City)

Besides the US Embassy, does anybody know ANYBODY who can get a document notarized for me here to send back to the states, asap?

I've got a cruddy situation: my friend back is driving my car while I am over here, and she got it towed. The only way they will release the vehicle to her is if I send them a notarized letter.

Please help if you can! Or if anyone has any guidance, that would be awesome. I can't get an appointment with the Embassy for a week, and every day the car sits in the pound, it costs $25. Yikes! So, the sooner the BETTER!
