Getting a Swiss Driver's License as a New Driver? (Lausanne)

Hello!

I'm going to be studying at Glion on the Bulle campus (not Montreux campus) and I do not have a driver's license yet and would like to obtain one. I should be receiving my residence permit in Protected content and I am 22 year's old.

Am I eligible to get a driver's license in Switzerland?

Where are all of these tests held? I can't seem to find any driving office in Bulle and have no time or transportation to go all the way to Fribourg every time I need something related to the license.

Can I drive in other EU countries on a provisional license? I'm thinking specifically Greece and Lithuania but maybe other countries too.
