Govmnt Contacts in Barbados/St. Lucia/Antigua (Lesser Antilles)

Hello all from Panama. I'm interested in establishing contact with the Ministry of Foreign Relations of Barbados and or St, Lucia. I've tried calling and emails but with no luck. Our group is looking to establish official contact with these government agencies so we can start the process of commercial and possible diplomatic links.

if anybody here has any information or can provide a good lead in order to make contact, I would be greatly appreciative.
