New Law restricted time spent in Peru? (Lima)

My friend arrived in Peru today for the third trip this year. She has been living and studying with indigenous groups in the jungle. When she arrived to Lima today she was told that because she had already spent six months in Peru this year that she would only be given 30 days. Can anyone provide more information about this, as it seems to be a new development. Anyone know a way around it? Thanks.
