Smartphone from Peru works in Europe too? (Lima)

Hi, can anybody probably help me with the following question?
When I buy a smart phone in Peru or Argentina, will I be able to use it in The Netherlands? I will be living and travelling in Peru and Argentina for a few months, but would like to be able to use the phone afterwards, when I return to my homecountry :)
