avoid import duites of Household goods (Lisbon)

hi everybody,
My husband got portuguese work permit and we are moving from Egypt to Portugal. Our household goods will be moved by ship. Transportation company told us that we should take from Portuguese Consulate in Egypt Certificate of Luggage to avoid paying import duites on Portuguese Custom. But Portuguese Consulate provide such certificate only for Citizens of Portugal. My husband is Russian.
if anybody have information about documents which is needed to avoid paying duites for foreigners, please,share
