Health System in Portugal - advice please (Lisbon)

Morning everyone from a very lovely and warm Condeixa.

A friend of a friend fell and broke his hip and was taken and treated at Coimbra hospital. Having been discharged, he wasn't allowed to take the walking frame he'd been using. The hospital said that he would have a home assessment, but that hasn't materialised.

He doesn't have either Portuguese residency or a health card, so isn't in the system as far as the hospital is concerned.

I have never had any health issues, so anything beyond regular GP visits are a mystery to me.

Can anyone advise what the standard procedures are and what he should be asking the hospital for. I wonder whether he's entitled to anything...
