resident visa or permanent stay (Lisbon)

Hi,

I've been reading some articles regarding changes or proposal of new law that will allow non EU foreigners to have residency in Portugal in exchange for bank deposit with Portuguese banks and/or Property investment.

I'm not able to clarify the definition with the Portuguese embassy in Japan. In fact, they don't seem to know.

Could anyone please give me some direction where I can clarify the details and steps? Or any lawer that specializes in this?
