Visiting Lisbon

Hi Everyone! :-)
I'm planning my first ever trip to Lisbon and I would love to ask you some advice.
I'm gonna spend a weekend in your city, probably in the first half of February.
What about the weather in this period of the year?
Can you recommend me a good place to stay at a reasonable price?
I will be travelling with a friend.
