Dear Friends, I'm an Indian national currently loc (Luxembourg)

Dear Friends,
I'm an Indian national currently located in Italy for a Master’s degree program, also having over 6.9 years experience in IT industry. Now I would like to work in Luxembourg and, since I hold a valid Italian schengen study visa (studente permesso di soggiorno) but I'm looking for a Luxembourg work permit to work in Europe. I currently don't have any job offers on hand. Most of the Companies or recruiting agencies in ILuxembourg are looking for people who already hold a valid work permit or who is a European Citizen.The process for filling out endless paperwork scares them I guess, but I'm willing to process for the paper work myself.

How can i get a Luxembourg work permit without a job offer?
Or is there any reliable agency/consultancy in Luxembourg to process work visa?,
Or is there any other country in EU where i can find a job for my qualification and can get the work permit easily?

I have done lots of research on the internet,but unable to find the information accordingly. So can someone please do guide me by your valuable suggestions.
