Permanent Residence Certificate (Madrid)

Hello,
I have a question for those citizens of EU who have been living in Spain for at least 5 years and have subsequently applied for a permanent residence certificate.
My question is: Have you been asked to produce proofs of economic means and health insurance for the issue of this certificate?
La Oficina de Extranjeros de Madrid started asking for such proofs somewhere during Protected content reading the law it seams illegal to me.
What I want to know mainly is if they apply these rules to all EU citizens or only to some nations seen as problematic.
