Newbie - Recommended Guide to Emigrating to Malta

Hi,
We are a British couple Matt & Maria, around 50 years old) that are hoping to come to Malta later in Protected content .
Maria's mother has lived in Marsascala for over 10 years but is getting quite elderly and wants us to be around to help her (she will not return to UK).
We are excited about the move - but perhaps naively thought as EU citizens it would be simple?)
We will need to work (Maria is a Dog Groomer) but think that we will still need work permits despite being EU members?
Can anyone recommend a "definitive" guide or link that will help us understand all the things we need to take into account for the move. It is not the same as retiring to Malta and we will need to work (although, if things go to plan we will have enough money for a year).
