Work permit (Malta)

Hi everyone,

I already moved to Malta and I'm wondering how the work permit works for EU members (We come from Germany).

They told us that we have to get different pages (ETC registration, VAT number and more) first to get the ID card and work permit. But we figured out that my girlfriend only need a VAT number if she earns more than Protected content per year.

In the first year she won't earn that much. Is it true that she can't get a work permit without a VAT number and she could have problems to live here?
