Starting a small business in Nicaragua and Law 306 (Managua)

Hello,
I am looking to start a small business in Nicaragua and was wondering if anyone can point me in the right direction? I have heard that the international foreign investment incentive Law Protected content currently being honored. Does anyone know if this is true? And if you have any recommendations for lawyers or accountants that you have personally used successfully in opening a business, I would greatly appreciate it.
