12% VAT (Manila)

anyone have anymore insight into this. From my understanding the VAT is mostly applied to imported goods but if I buy local rice or goods made here, there should not be a VAT applied to it. Also, how does this apply to labor? I mean, I just did some Certification training and they applied 12% VAT to the training which consisted of a Filipino instructor teaching me.
