Banking Info (Manila)

Hi I am looking to open a bank account with a low maintenance fee. I' m still pretty much confused with the local banking system. Anyways i need a bank that can also send money to my european account or do you reccomend any other options? I also read that the govt protects your money upto 500,000 php. Does this apply as well if i open a dollar account? I am thinking of diversifying my savings given the volatility of the peso.
