Carrying of Pets from Philippines to India (Manila)

Dear All

I have bought a pet ( Shihtzu) , If I spelled it right :) here in Manila. Can somebody please help me with how to carry dog in an aircraft. some airlines say that pets less than 15lbs can travel in the cabin but havent seen any so far in alomost 10 years of travelling. Also if you know an airline that you have used in the past to carry your pet and flies to New Delhi, India will be helpful.

Are there any formalities to be done here in the Philippines (@NAIA or any other office ) before relocation of the pets out of the country.
