Coming to Tagaytay, Cebu and Dumaguete.. (Manila)

I am a writer for International Living, an expat magazine geared towards helping people figure out where is the best place for them to retire and have a great lifestyle on a moderate budget. My husband and I are coming to Tagaytay, Cebu and Dumaguete to find out what life is like there for an expat. I need to get the insiders view of what life is like. Everything from real estate to the bars and markets. Any advice on where to go to meet expats, best areas to live, good grocery stores etc would be really helpful!
