Condo Management (Manila)

Can anyone explain how condos are managed here? When I lived in Thailand, as I paid a maintenance fee for my condo building, I could seek representation on the condo management committee, which agreed how the funds were spent and allowed for transparency of the accounts.

In our Manila condo, we cannot seem to get any clarity on how our maintenance fee is spent. Last year the very competent facilities management team were replaced en mass when the contract was awarded to another company, but their performance has been woeful in comparison.

How can we find out who makes such decisions - are we entitled to see the accounts, and have a say in how our building is managed?
